Appears to be moisture droplets in the air. I get those when I take pics at night in SF.

 

ok i see...the guy was so strange we was talking that he could dance , talk and see spirits, dragons and ghosts
and i was making fun of him so he decided to put that site in the chat
he was saying that he was making me a curse but you have right MrForgetable they might be a flair or a ghost but i still because i never
saw one or like hyperpm said that may be moisture droplets and that i believe more easier.
