It's in case they have to head out suddenly. Yes, it's a huge waste of gas and yes, it makes their cars easier to steal. However, they're under the mindset that no one is stupid enough to steal a police car, but it happens occasionally.
The cop SUV thing was supposed to happen in Phoenix ages ago, and it never happened. We have a few, but they're certainly not EVERY cop car, and maybe 25% at most. I doubt this will happen, unless GM struck a local deal with the Janesville plant to dump unsold SUVs into police departments or something. If it does happen, it won't be good. But I've heard about these total conversions before, and they never happened.

I've seen one or two locally, part of the anti-road rage squad, so they're unmarked.
last year when I took a road trip to atlanta, I recall seeing a few tahoe units somewhere between alabama and georgia.
