I use Sorenson Compression Suite 4 to compress/convert the video and Flash MX 2004 Pro to author the content. TONS of tutorials on the web for both apps. The web site is a MySql/php site, all open source.
The problem with Flash in the past has been the movies would not buffer, so, you had to wait for the preloader to download the movie before it could play. Now with the .FLV format, you still load a small bandwidth flash player (35kb .swf in the movie above) and the player buffers the video. End result, the video plays much faster and downloads while you are watching. Because Flash Player is pretty much universal, I'd guess you'll see much more of this format. Seems like everyone has the flash player, unlike Real, Quicktime, or Windows Media.
