I guess that depends. If he wants something that is slow, can carry and/or tow virtually nothing and gets average fuel economy, I'd say he will be happy.

Steve, Edmunds lists the Scion xA and xB as the 8th (32/38) and 9th (31/35) most fuel efficients cars, respectively. Take out the hybrids and TDI's and they're 4th and 5th, beaten only by the Civic HX and two other Toyotas, and not by much. For a gasoline car, I'd say that's better than average.
Where did you get the info about the unreliability? I am considering getting a Scion now that I sold my '79 Vette and I get all giddy when I think about the big chunk of social life I'll be getting back from not spending my weekends trying to keep the damn thing running (hence my post above, albeit a bit premature). Are they really that bad?

Scion....blah, Toyota marketing scheme with low power and average style. I don't see anything special about these things really at all. All the ads they look all sporty and such, when that is the total opposite of what they are. I'd buy a Celica before I'd buy a Scion if I was going the ways of a Toyota in that price range.
