Cost for making a good database?

The database needed most resembles that of autotrader.com. Variables for common interest, an unlimited amount of users (of course it would have to grow first), a registration page, email notifications, a user interface for updates and profile.

Yeah, you don't need "a database" - you need an entire web-app developed. A database back-end is just a part of that.

web developers aren't always db developers. The ability alone to write select and insert statements doesn't make you a good dba developer. I have plenty of pre-developed web apps that do not have backend databases developed yet (but are prepped for them). If you write code properly, you can finish 99% of the web app and then add the database logic in once its ready. Dynamic programming is where it's at.. 

but i would never hire two different companies to do the web app vs the db... i'd find one company that had the skillsets in house for both. maybe that's just me
perhaps if i had an in-house web guy and no db guy i'd hire a consulting company for that.ive been doing .net web app dev for a few years now, i was in the consulting world for my first ~2yrs out of college but jumped ship to do in house. nice to talk to someone in the field on here.
You're business is doomed to fail if you're trying to scope the core of your business on the off topic forum of a car forum. Does that even make sense? Anyone that would actually give you a quote (notice no one here has) would just be fooling himself and you, and the expected time and money spent would not come close to what is quoted.
This is what I would do, and any software developer/designer will thank you for it. Since you're the domain expert, write up a requirements document even if it just covers the product as a whole. Then either take a stab at what you think software requirements would be (if you have any clue about software) or work with a developer/designer to create them. If you don't do this, you will spend lots of money and lots of time not getting what you want.
At that point, you can decide continuing your relationship with the person you hired for the requirements phase, or "selling" your needed work to another outside consultant.
