National prison population tripled from 1987 to 2007
Currently 2.3 million Americans in prisons and jails
Cost of prisoner: $25K per year; $65K investment per bed
• About 1 in every 15 persons will serve time in prison during their
lifetime.
• Almost 1/3 of African Americans will serve time in prison during
their lifetimes; 17% of Hispanic males, 5.9% of white males.
• Men are ten times more likely to go to prison than women.

Those whose bloodlines originate from Africa; black people [plus albinos]. Census information goes by bloodline heritage; thus... South-African whites aren't really South-African by blood; they're largely French and British colonized implants who may be South-African by nationality, however they are not South-African by ethnicity.

In the U.S., the War on Drugs is thought to be contributing to a prison overcrowding problem. In 1996, 59.6%[25] of prisoners were drug-related criminals. The U.S. population grew by about +25% from 1980 to 2000. In that same 20 year time period, the U.S. prison population tripled, making the U.S. the world leader in both percentage and absolute number of citizens incarcerated. The United States has 5% of the worlds population, but 25% of the prisoners.
In 1972, United States President Richard Nixon announced the commencement of the so-called "War on Drugs." Later, President Reagan added the position of drug czar to the President's Executive Office.

You asked, how you define African-Americans. I doubt the census says white; it likely says caucasian if it registers. They are by definition African Americans. Multi-nationalism should be heralded; bridging communities should be welcome. I consider myself a German-Norwegian-American; my lineage of peoples tells a story, one of how my peoples made it here. The only Americans are "Native Americans"; white people didn't discover shit. We annexed it. Get over it, everyone has a hyphen in front of American, it's up to you if you want to identify with it at all.
