do other countries have "disability" or "ssi" like USA?

I have a couple of tenants who somehow suckered the system into thinking they were "disabled" (read...lazy) and now get a monthly check (probably about $1k-$1500 per month...so not super exciting)..... but they don't have to do anything for it.... in addition to that they are reduced rent through HUD.

Just curious if other countries (japan, germany, etc..) have similar programs for people who actually do become disable before their retirement age.

i believe it's more widely available in europe - the government has more social programs and lean more towards that direction, but with a lot more taxes.
