i have a 150 gallons tank sitting in the garage and have 2 arowanas in there. one is a red-tailed golden, and the other is chili red. if you know these fish, they're damn pricey! and the up keeping with these suckas are a pita!
i have a 55gal saltwater with 2 count them 2 fishes - a yellow (really brown) tang and a maroon clownfish. i change the water maybe.. maybe every three months.
it call comes down to how many fish you have and how much waste they produce.
if you want less cleaning/work - get the biggest tank you can get and put in the least amount of fish.
a big tank gives you a lot of water volume which minimizes the flucuations of everything you mentioned that you have to keep an eye on such as pH, water hardness, levels of nitrate, phosphate, and ammonia.

Goldfish are really good at growing to their environment. Better to err on the safe side and have fewer fish in too much tank. For 5 years I had 3 goldfish in a 10 gallon tank and they stayed healthy and fairly small. We dug some ponds in the backyard and put the house fish in there and lo and behold, they grew to more than 3 times their previous size and looked like little coy.
