It could also happen if the bozo is to your side but just ahead of you. Sometimes those nozzles are aimed to hit other cars but never the windshield of the car they are attached to.

I was just driving on Friday freshly waxed, and some lazy bastard who wouldn't wash his car got me!!!! That makes me so mad!!!!

I am one of those "some dudes." Instead I tend to duck first then spray my passenger with my top down. Its always well worth the laugh. Shhhhht I can be a d*ck at times.

What's worse is when someone in front just barely goes off the shoulder and kicks up some dirt or dust all over your car.
