I wasn't real sure what this meant either... But a lot of the older military guns (rifles) could be reload w/o removing the clip. So maybe "a tactical reload" means simply to make sure you reload the gun when ever it's not in use to assure that you have a full clip

I'm not too big into rifles but I always have a second loaded clip for my carry gun in my car at all times and here at work theres a glock 22 & kel tec pf9 in different locations just in case ..... not counting the one thats always on my person .... never can be too prepared.

that's what i've always understood it to mean, taking advantage of downtime to increase your preparedness

tactical loading is when you change the magazine, that still has rounds, for a fresh mag

Tactical loading is also good for when you want one in the chamber as well as having a full magazine. Take that half empty magazine he took out, pop it in, chamber a round, and then swap it for the full one.
