Math is a little off though, says it costs $140M to fill the 757,000 litre tank? More like $2,271,000 if fuel cost as much as $3/L (which it doesn't).

I'm not sure how hard that country's test is, but I know you would have to be of sub-human intelligence to fail the Texas driving test. I remember taking mine when I was 16 after never having any sort of instruction and getting a 100% on it.
