Seung, sounds like you know more about the project? Please fill in the blanks. There looks like some Korean writing on a sign in one of the pictures...

Do you know why this was built with the help of the other countries and what it's used for?

Wartsila sells Diesel engines for ocean vessels (ore boats, passenger liners, etc) and as power generators in undeveloped areas. I'd surmise that this falls into the former category and will be tested, tore down, and rebuilt in the boat.
