I'd say he's probably both... That'll be pretty cool if it works.

 

There is a 10 million dollar reward for the first person to launch a rocket with them and two others and reach space. Then they have to do it agian, using the same rocket 14 days later. It is designed to spur cheap travel to space. It costs NASA One billion to lauch the shuttle each time.

i think his idea of this weird propellent is kinda cool. i've got to find out more about it. non-combustible fuel...

There is a very large group of people trying to do the same exact thing for 10 million dollars. There has to be three people in it and they have to launch twice within two weeks. The first to do it will when the money.

I doubt we will see this guy in the Darwin awards though. If he kills himself, it is only one person. These other people trying this will be three killed. They will probably make the award.

Another interesting note is that the inventor that designed and built the plane that went around the world without refueling is working with one team and has his own to make it to space. He is going for the ten mil.
