Stupidity, by inherent virtue, knows no boundaries. There is no cure - we can only push the curve out (and probably make it more powerful in the process).

 

Permit to procreate is such a great idea...I'd be a total advocate of the following:

1) $100 fee (because if you can't afford $100 for a permit, you sure as hell can't afford to care for a child)
2) Pass written test
3) Pass physical exam

Repercussions: Minimum 6 months in jail, 2 year probation, loss of custody, child is handed over to CPS.

1) Day care benefits and coupons
2) Diaper and other child-care consumables vouchers
