The freight forwarding/air cargo business is feeling the squeeze of the last two years of industry shrinkage. The regulations are that cargo companies can only accept shipments from "known shippers". In other words, a perfunctory and VERY superficial security check of the business, then forwarder can accept basically anything from them. I'm sure the forwarder in the NYC will be fined, but that's about all.

Regarding x-ray of cargo (or any kind of security check)....aside from the known shipper rule, NO other security is in place for CARGO ONLY aircraft. Also, as long as the shipment has traveled on at least one leg of an all Cargo aircraft, there are no additional security checks required for that shipment to placed in the cargo pits on a passenger aircraft.

This is true for Domestic or International freight.....

What's hilarious is that for this one guy that got caught, another handful have probably successfully pulled it off. People pull funny stunts all the time, but only a few get caught...

Are they actually charging him with something related to this incident? I haven't seen an update lately, but from the initial reports it appears he didn't break any laws by shipping himself in the container. He was arrested on unrelated charges. I suppose charging his company for the shipping is fraud of some kind or another, but it looks to me like he found a loophole in the system and exploited it. More power to him.
