In all honesty, I was thinking about this last week.. The thought that it might be illeagal crossed my mind.. I mean this could really blind someone.. but then tanker trucks are polished stainless, and they are fine.

It all depends on whether or not the beams can reflect back on you or not. For the tankers, they are so high up that if you pointed (somehow) your beams at them it would just reflect away from you due to the angle.
For a smaller car on the other hand I think it would be possible to blind an SUV driver.
We had this Golden accent on the bottom of our front door in the old townhouse that would just blind you with your own beams at night if you parked just right. The accent was about the same hight as the lights on my car.
