It's connection speed. The clock runs in real time as dictated by your computer's clock. The cart goes as fast as the internets will allow.

it's actually not connection speed, per se. i had been using firefox, and the fastest i could get an empty cart down the course was 18 seconds; i tried it with IE, and my first time was 14 seconds

I used Firefox at work, then firefox at home. It took almost double the time at home.

Definitely connection speed. While downloading something, took almost a minute for me to get across on a pretty successful cart. Was running 20s before.
