From little of what I read the operators were trying a turbine safety test, and wanted to see how long the turbine generators would work in the event of an unforeseen reactor shutdown, i believe. Technicians switched automatic control system which shut down the safety restraint system which in turn prevents the reactor from going out of control (that was one of their biggest mistakes). Only 6 - 8 control rods were used during the test despite there been a standard operating order stating that a minimum of 30 rods were required to retain control (by dropping all the control rods into the core, it would shut down the reactor by stopping the fission that takes place). The operators also closed off another safety system that would have automatically shut the reactor down when the turbines stopped. The operators turned off the turbines and water flow to the reactor was reduced. Eventually the reactor began to overheat and the safety systems were offline for so long and unable to cool it down because there was no backup. Theres alot more involved to it, but check this site where they did an article about it. Bascially in short the operators where thinking out their ass and shut down major safety systems that would of prevented it
