Meh, I think the article is reaching. While "animal" technically could have the meaning described by the author of the news article (and the scientist he referenced), I think any intelligent human being would know that it was actually intended to reference the following meaning, as provided by Merriam-Webster.com:
It's too bad that I don't see a link to the actual bill. It would be interesting to see the full wording to verify that there is a distinction. As the 'update' at the bottom of the article states, it seems like there would be an explicit distinction between humans and other animals.
