I'm going to France next month and I keep running into regular hotel rates and "half-board" rates.

What is this????

I'm just guessing here, but perhaps this means you will be sharing with someone else and paying for half the room. I mean, Europeans tend to be less paranoid about strangers than people from the US, so who knows. Have fun in France, visit the beaches in the south. Everybody's NAAAAYYYYYYKID!!!!

"Full Board" in Europe means that the hotel provides breakfast, lunch and evening meal included in the rate.

"Half Board" means that the hotel provides breakfast and lunch OR evening meal. Sometimes you get the choice of lunch or evening meal, sometimes it is stated which one you will get.
