i thought the haitian guy can stop the power of the other heroes. if so, then why didn't he stop ted's power from going out of control when he got shot??

No. I think the haitian all he can do is erase memories and stop someone like Matt from getting into peoples minds. I also think he's persona is that he can be kinda convincing....

I thought the same thing... Not really sure what the deal was with that, it seems like they would have done the same thing with Peter in New York as well. Maybe we jumped to conclusions thinking he could neutralize all powers..?

No, there were several instances earlier in the show where he cancelled peoples' powers. He stopped HRG's assistant from using her voice to make him do things. He also prevented Sylar from using *any* of his powers, so it would appear he is pretty versatile. However, it's not clear how nearby he has to be for it to work.

So yeah, I was wondering why he didn't go stop Ted also. Maybe he didn't want to fry while trying to get close enough to do it.
