How can I get a chin and neck like this?

Lose 10 lbs. For your age you are a fine looking man. The collagen breaks down with uv exposure and the skin loses its elasticity.
INTJ is the gay?

Warren you have 2 options.

1. Go back in time and have different parents.
2. Surgery of the plastic variety.

I am naturally going to assume this request is legit

your bone structure is nearly the same. that is what is going to define the shape of your chin and jowls. the neck can lose and gain mass with working out and losing weight. your skin is another story that may need to be addressed after you drop some fatty mass and gain some muscle mass

you cannot target an area of your body to lose weight so you must do that over your whole body. you can however target those areas for muscle building. couple those two factors together and you are good to go
Yes, it is a legit request. I am working on losing weight and muscle building 3 to 5 times a week. I'm on the Elliptical for 30 min and weights for another 30 min. But I'd like to know what exercises I can do to to tone the muscles in my neck area to get this look.

The other pics on your site are funny! You look like a bad ass in your motorcycle gear.

I don't understand the question. So you want a big, muscular neck? I've read many of your posts and you seem to be very concerned about your looks. Perhaps you have some kind of self-esteem issue?

this is a serious answer...chew gum for a long time until your mouth is sore..it will build the muscles in the mandible making your chin look more square n chiseled...
