Default How to Clean Window's Registry

I noticed that when you uninstall a program, even after you uninstall it, if you go into the window's registry (using run "regedit"), you will find all sorts of remnants of that program and other things you may have uninstalled. In fact, there is tons of garbage in the registry. I have two questions:

1. does all that stuff from old deleted programs still need to be there?

2. If not, is there a way to clean the registry of all old files and old programs that have long since been removed?

Just be careful! To really clean the registry well, erase Windows and reinstall. I do it to mine at least twice a year.
