I truly believe that dogs and cats have MUCH less control of their hind legs than we think when it comes to scratching. I've seen many cats' legs come up to scratch before the cat seemed to even know it was itchy. A five week old kitten...distracted from its current activity by a rogue leg. Watch the dog again and check out his leg. His reaction to not being able to control it is the F'd up part.

This is my opinion; I have no schooling to base it on.
