How do you graph a function in Excel?!
Put your Xs in a column, then your Ys in the next column (using your formula).
Click on the Graph icon (it looks like a 3-D bar graph).
You're off! Choose line graph, no markers, Add Series, put in the range for your Xs and your Ys, give it titles, and tell it where you want the graph (on the worksheet or on a separate chart).
Voila! You have created . . . a line!
(For the equations you gave you have to solve for Y as a function of X first:
Y = -2X + 3
Y = 2/3 X - 2.)
Click on the Graph icon (it looks like a 3-D bar graph).
