this dude explained it pretty well-

Seung is sort of like 'Sung', as in the past-tense for to sing, but the 'eu' doesn't pronounce quite like the 'u' in 'Sung'. How you make the "eu" sound is actually quite simple. Stick your chin out and try to pronounce "uh" and you'll get a *GRUNT* like sound. That's it. S-EU-NG.
tho my friends just say something closer to "sung."
heck, i don't even think i can pronouce it perfectly.
my gf does it pretty good tho, for a non- korean person.
