Those pics look like FIU north campus. i was there a few semesters ago and the people there flat out suck at properly parking.
IMO i wouldnt do anything to the perpetraitor. No sense in starting a problem for next to no reason.

id take a shit on his driver seat. thats funny even if he didnt do anything. my brother did that to a kid once right after christmas.... he also stuffed an old christmas tree someone had thrown out into the back of his car. it was probably the funniest experience of my life.
