Some would argue that "y" is at least a quasi vowel. Accepting for the sake of argument that it isn't, then there's alot of words without vowels like crypt, nymph, gym, etc..

Just kidding, of course. It's pretty sad that a team of civil and architectural engineers (non-Newfoundlanders, by the way - it was a non-local company that designed it) would miss something as important as the TONS of books in a library when calculating foundation requirements....
