I would think a label or receipt should at least be required, good faith or not.

What were they thinking? Giving a cash refund of up to 30,000 yen (approx.$250) without proof of purchase? Of course you'll get abusers (and a lot of them). If they had even issued credits instead of free cash, they wouldn't have had as big a problem.
