Lasers can actually be engineered to cut at certian distances and not harm at an even closer or further distance.

When laser guns are implemented, the technology will be safe because it already is in the medical industry.

You don't see laser cutters cutting holes through people's heads do you?

 

If you have multiple beams that focus on a single point, you can limit damage to that single point.

Look up "Gamma Knife" for a similar application.

Then go into the future 50 years and make it portable.

You think a pinpoint weapon is more dangerous than a conventional weapon? One word: warhead. In a short one year tour of Afghanistan I witnessed a 40mm grenade fly across base and land near the PX, and a real-deal TOW missile get accidentally discharged into a transport 30 feet away. The TOW didn't kill everyone around because it hadn't hit minimum safe distance, and the grenade popped, but fate was on everyone's side. Lasers are nice because they don't come back down,or explode, and they can hit rockets.
