Because American don't car about F1.
For an American drive to get into F1, he has to move
to Europe and compete in F3000. However, there
seems to be cultural bias against Americans in
the European series. Also, there lot's of series
for American drivers to compete in.
There are a Few Americans in F3000. One them is
Alex Gurney, but he ain't setting the world on fire.

One point missed with American F1 drivers, SPONSORS!
I'd imagine that many "qualified" American drivers find less resistance by going to Cart, IRL, Nascar, etc. to find owners and and sponsors to provide the opportunity to ply thier skill.
At least Lance Armstrong provides some American PR in the European cycling events

The last good American driver in F1 was Mario Andretti. For those of you who don't know he was world champion. So was Phil Hill before him.
Unfortunately Michael did not do as well as his old man. However, some very good drivers have come from American racing direct to F1. Villeneuve and Montoya for example. There should be no reason why an American can't do the same. It would be good for the sport's acceptance in the US.
