I agree with the sentiment, but what? What do you do for a man that's cut in half? You call an ambulance and hope it makes it in time. Not much else you can do.

 

That video and story doesn't correlate. They are 2 different people and 2 different incidents. I doubt there were any advance cameras available to the public in Vietnam in 1995 and a modern cellphone is seen in the video as well. The man in the article, Peng Shulin, is also from China not Vietnam.
