I looked at it and thought it was moving, but I know in my mind that it wasn't.

It has to do with how your brain interprets the data it receives from peripheral vision. Notice how the points that you are focusing on are not appearing to move? Meanwhile, your visual cortex is rapidly re-adjusting itself because of the colors/pattern. The rapid readjusment creates the illusion of motion in the periphery parts of your vision.
