ONe thing you fail to mention. India deals with torrential downpours and monsoons on a yearly basis. They have dealt with mass floodings several times.

Now that we've felt the destructive nature of a nasty ass hurricane, I think we'll be more responsive to needs.

I agree though, India did a fantastic job fixing the problems. My inlaws house was flooded, first floor was under 6ft of water. Indian people helped each other out and back to business in a few days. NO LOOTING.

Not fair. Mumbai isn't in a bowl below sea level and they didn't have hurricane force winds.

Interesting points though.

S2000 Rider you left off one point and that is 800 people died of Malaria after the rains in India. Have not heard of any Malarial related deaths in NO.

You do raise a good point and that is the more refined a country is the greater the chance that a major climatic event will have a huge impact.

If you do not have running water, sewers, electricity, etc. there is not much in the way of changing the standard of living should a catastrophic event sweep it away.
