Supposedly the newest 360s are on a 65nm chip now which reduces heat and solves the RRoD problem.
I seem to recall that the Halo edition and the Elites have the new chip, but the other packages are somewhat hit/miss.

The newest 360s do have the 65nm CPU (Falcon) but finding one is hit and miss in the stores right now. The RRoD was caused by overheating of the GPU, but the 65nm CPUs are supposed to run cooler which should help. There haven't been any reported Elites with the new 65nm CPU yet. Here's the thread that I was tracking to help me find a Falcon in the stores.

Built-in HD-DVD is sort of a vague rumor these days but I think it was Toshiba who recently denied it. Seems likely to me, as drive costs drop.

As long as the new unit shows 1080p output on the side of the box you would be getting the new chipset. Those units started coming out just before the release of Halo and should be the majority of those in stores. Consoles have sold really well since H3 came out and older stock would be hard to find.

I have had the red ring twice and sent it in for repairs covered for free each time by MS. On the second repair I was told by the tech that as of about July MS had found a fix that repaired consoles permanently by replacing certain parts. (would not tell me exactly except to say two part were being replaced on the motherboard.) He told me he was authorized to say all prior fixes were temporary patches because the engineers were not quite sure what was the cause of the failures and they now had a better understanding. At least that is what he told me when I asked.

Now for the rumor mill.

Certain consoles that have gone in for repairs recently have comeback with a different Xbox live menu screen. These menus had an added box for IPTV. Microsoft has admitted (according to G4TV) that IPTV is a possibility as a feature, and my guess is that MS probably sent these consoles back to consumers with the new menu to generate buzz and spur console sales.

It has also been reported that due late in 2008 will be an even newer chipset, larger harddrive edition that will include builtin HDDVD drives. Who knows what the cost will be but by that time prices will have come down and I would guess they would be pretty reasonable if you want to wait that long.

If I were buying new, I would go with the base unit and pick up a 20g harddrive off of ebay for cheap. It is less than buying the one with the harddrive included.
