If someone infront of you gets into a wreck, and then you hit them, it is not "automatically" your fault...

If traffic is stopped for a reason, or the person has to slam on the brakes and you end up hitting them, yes it is your fault. But if someone infront of you causes a wreck, and you can't avoid hitting them, because of that wreck, it is not your fault...

So, if you're going 55 down a street, and a car pulls out right infront of you giving you no chance to stop, its your fault?

If you're driving along on the freeway, and a car loses control and swerves into your lane and you rearend him, its your fault?

both of these situations have happened to my friends (I was a passenger when both of these have happened), and guess what? the "person who rear ended the car" did not get a ticket, the other person did...
