Well, he was driving on a suspended license... and he and his friend BOTH looked like shady characters...

In my state, driving on a suspended license results in an arrest. However my dept. usually issues summons. State troopers are mandated to cuff and process drivers with suspended licenses.

Anyone can be cuffed at anytime on a traffic stop (or during any police contact) IF the officer fears for his safety. Cuffing does not always = arrest. And you can not cuff someone for looking "shady".
