Your PC may be trying to boot to the CD drive instead of the hard drive. Make sure that there are no disks in any of the drives (including the floppy drive) and then try again.
If the problem still happens, it could mean that your system cannot find your hard drive...not good.

Check to make sure u used the right cables for the harddrive and is properly inserted, and make sure the battery is going to the hard drive.. oh yea and the jumper settings
goodluck!

change the boot order so the XP cd boots first, it'll say press any key to boot from this CD. Do that and you SHOULD be able to get XP up and running on your machine.
OR
Have someone with windows 98 make you a boot disk. boot with it and you can do one of two things...
boot with cd-rom support and then try to run setup from the CD.
(or)
boot without cd-rom support, fdisk the drive, then format it, then run setup from the cd.

Your BIOS should let you select the order in which devices will boot. Make sure you set the CD-Rom to boot first. Insert your Win XP CD, save the changes and exit from BIOS. There should now be a prompt asking you to hit a button if you wish to boot from your CD-Rom Drive.
