Or if you're on XP, you can use desktop items. Go into your display properties and teh desktop tab. Click on 'Customize Desktop' and go to the web tab. Click new and you'll get a dialog box. You can add either a picture or a webpage. Then your picture will appear on the desktop and it'll look like a regular window. Take it to the monitor you want it on and hit the maximize button.
It isn't really a wallpaper, but more a picture that you have maximized. You should be able to lock it down too. I think there is an option that says lock web items, or something like that.

Of course you can always graft two images into the same file and appear to have two seperate choices in background but they're in the same file, arranged in such a way that you don't lose anything from either of em.
