It's intended to be pronounced without the "P". The only real reason that pwnd came into being was the common mistake of typing p instead of o when talking online. The folks that say poe'nd are generally those that came in late in the leet speak days or those who just see it running around online.
Basically it's the same phenomenon that turned: OMG!!!!!!!

Then again, the accepted verbal expression of "pwned" does seem to increasingly be "poned" rhymes with "boned." That's not how I do it, but language is what people make of it, not what some stone tabled decrees.

It depends on where you are.
In England, for example, Worcester is pronounced wooster, Mapledurham is pronounced mum, Chalmondeley is pronounced chumley, and Featherstonehaugh is pronounced fanshaw. Pwned could be pronounced smith for all we know.
