I know that, but considering that we're "fortunate" enough to experience 2 cat 5's in a row, whats the chance that it would happen the next hurricane season? Obviously someone's head is going to be on a pike when the public thinks "oh you idiot, we just spent over a billion dollars and now its been washed away again.."
