I feel that the parents are partly responsible. Why would they leave a 2-year-old in the care of a woman who can't even take care of herself.
A toddler for crying out loud, who was presumably mobile and active. How could someone who isn't physically capable of leaving their own home be capable of even simply keeping an eye on a 2 year old, let alone intervening when necessary.
