I don't know about Cali, but I think in Texas anything over twice the speed limit or triple digits gets you arrested and car impounded!

This is likely fake. The reason is that 22349(b) is an infraction, not a misdemeanor and yet the ticket has "M" for misdemeanor marked. I imagine the person that faked this though a misdemeanor would look "better" but didn't take the time to find the right code for that.
Another discrepancy is that 22349(b) just says you can't do over 55 on a two lane highway, but the 73 is a 6 lane highway there, so the code doesn't even apply.
