passed ball and catcher dropping a third strike is the same isn't it?
If it's a passed ball on ball 4 it's a walk.
If it's a passed ball on strike 3 it counts as the catcher dropping a third strike.
If it's a passed ball and it's less than ball 4 batter can not advance to first.
If it's a passed ball and it's less than strike 3 batter can not advance to first.

I think a passed ball and dropping the third strike is the same thing. One that I don't see is reaching first on a fielder's error. Second baseman throwing the ball over the first baseman's head for example.
