Soon, Bloggers Must Give Full Disclosure
The thing is volume. They do HAVE the ability to watch anyone and everyone, but not the manpower.
In order to get caught they have to want you. If you blog completely anonymously from shared networks, they won't catch you. You also have to think of the seriousness of the crime and how much manpower will be dedicated to it. A child pornography ring, any taxpayer would agree, is an appropriate use of large amounts of funds. Discovering whether or not some blogger should have disclosed his affiliation, is not.
In reality, what this means is that the big companies will be watched by hawks, whereas (just to take an example that's relevant to me, as a reviewer of radio controlled cars) nobody's going to bother 'tracking me down' to find out whether or not I was paid to do a review.
