Which state is the best/safest place?
pick the best med school. Don't pick location.
the funny thing is... generally, the poorer location for residency program, the better the program is for surgical experience.
so if she wants to do surgery, tell her to apply for programs located in the ghetto.

Anywhere in OH would be good.
UW med school is pretty good. Dental school is even better. At least the last time I heard.

You can live in the safest town in the country and some nut job can snap and blow your brains out. There may be places that have low crime but you are never truly safe. Just ask the people who get struck by lightning and don't live in Florida.
If she is worried about safety tell her to purchase a gun, get a concealed weapons permit, take shooting lessons, and take self defense classes. Take her some where that will teach her to pay attention to her surroundings and how to spot people who are most likely to cause her harm.
That or just go to school and live a normal life like most people.
nowhere is really safe, buy you can't really live "feeling" unsafe, it could limit alot of things you do, or places you want to go but wont because you feel like it could lead to an unfortunate situation.
unfortuantely I get that uneasy feeling when I'm out of the country. Jamaica last year was fun..but I had some moments!

UCI. Eerily safe city, well-respected medical school.
Even for Cali UCI is second tier in this state. First tier are UCSF, Stanford, UCLA.
Second and third tier is argueable depending on who you ask.
