Sounds like the requirement for brail at drive up ATMs. Someone wasn't thinking, or politicians needing to spend their money because it was there.

I agree with the intent of the post and I'm not trying to be a "wet noodle" but here in Austin we have a huge homeless population and I'll bet a lot of them are aware of the free internet access in all the public libraries.
I noticed a bunch of homeless teens near work today with the usual sign. Every one had body piercings all over the face and tatoos. Why should I give them money if they are going to spend it on such things.
I like my dad's answer. He gives them a sandwich from his lunchbox!
