Basically cars with "show and no go" mods. The owners modify their cars to make them look fast, but have no actual performance benefits. Example would be civics with a large wing, or decals that don't belong on the car.

 

I thought you could use apostrophes for certain nouns (i.e. brands) as a weird contraction/plural device. Honda's = Honda cars.

RICE originally came from Race Inspired Cosmetic Enhancement or something to that effect, I do believe. Basically it was the stylistic "flair" stuff that people added to their cars for asthetics only with no real performance improvement.

I think it was miscontrued over time to mean vehicle that was Asian and tacky.
