Not just kids. But the strangest thing about the plot structure so far, to me, is how all these powers seem to be manifesting at the same time. Not just, say, at puberty.

IMHO it is somewhat of an assumption on your part that the powers are just manefesting now. The congressman and the cheerleader have known of their powers for some time. People like Syler and the creepy guy that is helping the agent obviously have been cultivating their powers for some time. The dead professor has been documenting and tracking these people for years.

I am of the mind that the powers have always been there and now people like Hiro and the stripper are just now finding out about them.

Within the bounds of the show, Hiro, stripper, painter, senator's bro, and cop all first expressed their "powers" at roughly the same time. Cheerleader was freaked because she discovered her power, though that is only implied.

Seems to me I'm making a reasonable assumption as to the weirdness of the timing.
