In his prime, I'd pick Seagal over Norris in a real fight. As someone said, Seagal's 7th dan level is no joke and would be very effective in a real fight. Mr. T would kick both of their asses simply because he's black, and black guys own white guys in fights.

all these guys are products of hollywood to some degree. The only ones with real street cred would be Lee (but he is dead and not in this poll) and Segal.
Chan and Li are both badasses in their own right. Chan with environment manipulation and evasion and Li with multiple attack fronts and combos.

Norris, hands down, since we're obviously voting based on their movie persona's not in real life.
